There's a couple of things you can use for her. First, there is a product called Baby Don't Bald. Excellent moisturizer, I saw my friend use it on her little sister. It runs about $4-$6 dollars.
Also you can try Miss Jessie's Butter Cream found on missjessies.com. It runs between $35-$40 dollars. A bit pricey but the jar lasts up to 6 months, maybe longer for you since it's for a 2 years girl.
A homemade mixture that is very good too is one bottle of vegetable glycerin, 1 cup of aloe juice, 25 drops of peppermint oil in a spray bottle and shake it up until it blends well. It's a great moisturizer especially for the summer when the sun really dries out hair out.
